Why these fourteen and no others, and what was checked at each one, is written out on the front page — the same list sits there, but with the licence number, the date and the place it was found next to every name.

The pages are built alike on purpose. A comparison only works if the same thing stands in the same place — including when nothing stands there. Anyone who wants to sort first will find the selection under new casinos; anyone who wants to know how it comes about, under who writes this.
