The phrase describes where the permission comes from, not how good the house is. It is worth looking at because four concrete, checkable differences follow from it — and because you can look up every one of them yourself.
Difference one: the register you look it up in
Each authority keeps its own directory. The number and the authority stand in the operator's footer, the directory is public, and the entry has to list this exact domain. If the domain is missing, the entry does not cover the site in front of you. Step by step.
Difference two: what the cashier page lists
