OASIS, plainly explained

A central self-exclusion register that many people have heard of and few understand. This page says what it holds, how to ask what is recorded about you and how a request to have an entry lifted is handled.

OASIS is a central list of people who have been excluded from play. Operators that hold a German permit check it before play begins. Somebody who is on it cannot play there — and that holds across operators, not only at the house where the exclusion began.

This page does not help anybody get around it

An entry exists because somebody asked for it or because a report was made. Getting around it means carrying on playing at exactly the point where somebody wanted to stop. So nothing about that is written here, and the page answers the questions that can actually be answered instead: what is held, how you find out and how it is changed.

How an entry comes about

  1. Self-exclusion. On your own request, at an operator, at an arcade or directly with the body that keeps the register. The most common route by a distance.
  2. Third-party exclusion. On a family member's request, or on a report from an operator where there are signs that somebody is at risk.
  3. Duration. An exclusion runs for at least a year; after that it does not end by itself, only on request.

The road from the footer to the register entry. The third step is the one almost nobody takes — and the only one that tells somebody else's licence entry apart from an operator's own.

How to find out what is recorded about you

Anybody on the register can ask what it says about them. The enquiry goes to the body that keeps the register, and it asks for proof of identity — otherwise anyone could ask about anyone. The answer says whether an exclusion is in force, since when, and what kind of entry it is.

  1. Send the enquiry to the body that keeps the registerThe form sits on their own pages; it is the same route as a request to lift an entry.
  2. Prove who you areUsually with a copy of an identity document or an electronic identity check.
  3. Wait for the answerIt states whether an entry exists, when it began and what kind it is.
  4. Object if something is wrongAn entry that rests on a mistake can be challenged — that is a different route from a request to lift one.

How a request to lift an entry is handled

An exclusion does not end by itself. Once the minimum period has run, the person on the register can ask for it to be lifted; the body that keeps the register looks at the request and decides. A third-party exclusion is looked at more closely than a self-exclusion, and proof that the reason for it has gone may be asked for.

  • Not before the minimum period. An earlier request is not taken up.
  • In writing and with proof of identity. The same as for an enquiry.
  • With processing time. Lifting an entry does not take effect the same day.
  • A new exclusion is possible at any time. Including immediately after one has been lifted.

What an exclusion is not

It is not an entry with a credit agency, it has no bearing on banking, and it is not open to third parties. It is checked by operators holding a German permit, for the purpose the register is kept for.

If the reason is still there

Then the next step is not a request to lift the entry but a conversation. Advice is free, confidential and anonymous if you want it to be, for family members too: BZgA – Spielsucht-Hilfe. Alongside that, the four settings inside the account take effect at once. Where they sit.

Not legal advice. This page describes the process as the body that keeps the register publishes it. For your own case their own statements and forms apply, not this summary.
